Terms of Reference for the Production of a Documentary on Inclusive Business Environment for Persons with Disabilities

 1.0 Background

Light for the World is a global disability and development organization that enables eye health and empowers people with disabilities. In Kenya, Light for the World runs its flagship project dubbed the InBusiness Initiative, which aims at economically empowering communities of persons with disabilities through inclusive collaborations.

We do this through:

  1. Building capacity of people with disabilities on business and employability skills
  2. Promoting disability inclusion in public and private sector institutions.
  3. Building a dialogue on disability related issues.
  4. Collecting evidence on what works in economic empowerment of persons with disabilities.

Light for the World Kenya is inviting bids from qualified firm or individual consultants to submit their expression of interest to undertake the production of a video documentary on Light for the World Kenya’s intervention areas in promoting inclusive business environment for persons with disabilities.

2.0 Rationale and justification for the documentary

Persons with disabilities experience numerous challenges in establishing sustainable livelihood for themselves and their families. Despite the gains made in actualizing human rights for every Kenya, persons with disabilities are still forced to contend with widespread stigma and stereotype among employers who discriminate against them at every stage of employment- from job listings that weeds out persons with disabilities based on their disabilities and not abilities, to unwillingness to provide reasonable accommodation- all these, coupled with other social inequalities have further impoverished and limited the abilities of economic development among persons with disabilities.

Disability is the result of barriers in the environment. We believe people with disabilities can equally participate in all facets of socio-economic environment if they are barrier-free. These barriers can be categorized into – Attitudinal barriers, Communication related barriers, Accessibility related barriers and Policy related barriers (ACAP). Light for the World has been actively working towards creating awareness regarding these barriers and encouraging public and private sector institutions in eliminating these barriers so that people with disabilities participate equally and actively in various socio-economic situations, from policy to practice. Light for the World aims at amplifying its experiences in this process to multiply impact through creating awareness, sharing lessons, and taking a wholistic approach in creating impact, using proven methodologies like design thinking.

3.0 Objectives

The goal of the assignment is to produce a video documentary and photographs on inclusive business environment for persons with disabilities. The documentary should capture areas and showcase Light for the World’s InBusiness Initiative intervention  areas as per its theory of change. In particular, the documentary should highlight the best approaches, best practices, achievements, and real impacts in the Light for the World program focal areas. As part of the deliverables, the consultant will be required to conduct the pre-production and post-production exercise of developing the documentary as well as take photos during the field visits.

4.0 Scope and focus of the assignment

In specifics, the consultant/firm will:

  1. Develop a detailed work plan and a shooting script and schedule with clear timelines and provide them prior to commencing filming.
  2. Develop the documentary script and story board that captures the various segments of Light for the World’s InBusiness Initiative areas as per the Theory of Change.
  3. Conduct field visits and interview selected interviewees for the documentary who shall include Light for the World Kenya teams, organizations of persons with disabilities, program participants across the counties as well as key partners we journey with in the disability inclusion quest.
  4. Produce the rough cut of every phase of the documentation exercise for review and incorporate comments and produce final version of the video documentary.
  5. Capture quality digital photography, audio, and visuals during the documentation and ensure high quality editing and final product.
  6. Develop a colorful documentary with clean stylistic touches, at the highest market quality standards, and high definition that meets national and international TV standards.
  7. Present a draft documentary to Light for the World-Kenya teams for review/comments.
  8. Incorporate the comment and produce a final 3-5-minutes documentary
  9. Deliver the final products (main documentary, short clips and still photographs) ready-to-air product in broadcast standards and in HD technology format 3-5 minutes and within the specified timelines.
  10. Have full control over the entire process of recording in terms of creativity, technical aspects, content, follow safe working practices and professional practice.

5.0 Expected Outputs and Deliverables

The consultant/firm will deliver to Light for the World Kenya, the following:

  • Deliver a compelling documentary overall concept/storyboard and scenario which capture themes to be documented as best practices/lessons/case stories that show the impact of Light for the World, intervention areas in promoting inclusive business environment in Kenya as per the InBusiness Initiative Theory of Change.
  • Deliver a high quality and well-edited one video/film (approximately 3-5 minutes) detailing summary of our successes, challenges encountered, and lessons learnt as well as recommendations. The video should be suitable for conference presentations and internet use.
  • Provide at least 3 iterations for change incorporation before submitting the final approved version.
  • Deliver high resolution stills of interviewees captured during the field visits and documentary production exercises.
  • A rough cut of every phase of the documentary should be provided to Light for the World Kenya team for review, comments, and approvals.
  • Deliver raw footages of all video and photos of interviews undertaken in Light for the World Kenya intervention sites.
  • Submission of the final 3–5-minute documentary.

6.0 Expertise Required and Qualification

To be eligible to apply for this role the consultant/firm must:

  1. Minimum of three (3) years’ documented work experience in the areas of film/reportage/documentary writing, producing, directing, and editing.
  2. Access to high quality filming, light, sound and editing equipment.
  3. Ability to operate under strict time limits and apply high production and technical standards for the purpose of maintaining high level of professionalism.
  4. Ability to communicate and conduct interviews in English and Swahili.
  5. Portfolio of successful materials filmed in Kenya and/or other countries on similar topics would be an asset.
  6. Clear articulation of capacity and skills, and innovative approaches to carry out the assignment, as well as a detailed timeline, work plan and draft outline.
  7. Ability to start immediately and work under strict time limits.

7.0 Timeframe

The assignment is expected to take 21 working days from the date of signing the contract.

8.0 Copyright

All materials arising out of the consultancy shall remain the property of Light for the World Kenya.

9.0 Application Process

Interested and qualified consultants/firms are required to submit the following:

  1. A technical proposal: Letter of Interest, stating why you consider yourself/your firm suitable for the assignment
  2. Firm/company profile on handling related assignment
  3. Portfolio of past work that is relevant to this project
  4. Personal CVs for individual consultant/ technical team highlighting qualifications and experience
  5. Contact details of referees which shall be organizations for whom you have produced films or documentaries for.
  6. Financial proposal indicating consultancy fee and a breakdown of expenses (unit price together with any other expenses) related to the assignment.
  7. Both technical and financial proposal shall not exceed five pages
